In 1981, he founded Sampaş Bilişim ve İletişim Sistemleri A.Ş. At a time when the computer was still identified with the "IBM" brand, he enabled Sampaş to become the first turnkey solution provider company in Turkey that targets customer satisfaction with software, training, service and support activities other than hardware sales. Correctly perceiving the concept of "Entrepreneurship, Informatics and Localization", which started with the late President Turgut Özal, he canceled Sampaş's work in all other sectors and structured it to focus only on the "Urbanization" sector.
Between 1984 and 1994, he personally traveled to all provinces and districts in Turkey and ensured that more than 1000 municipalities in Turkey were equipped with computers. He served as the President of the Civil Service Association Adana Branch for 4 years and as the President of the Adana Unity Foundation for 6 years.
Returning to his professional life in 2002, Şekip Karakaya implemented the "Smart City Automation Project", which has now become a brand in Europe, with a transformation he initiated within Sampaş. He has won more than 45 awards at home and abroad in the last 15 years with his AKOS Project.
